When and why was OSDMA constituted?

In the immediate aftermath of the Super Cyclone, Orissa State Disaster Management Authority (now Orissa State Disaster Management Authority) in short ‘OSDMA’ was created on 29th December, 1999 as an autonomous organization registered under the Societies Registration Act, 1860 with the following objectives:

(a) To act as the nodal agency for disaster reconstruction works,
(b) To coordinate with the line departments involved in reconstruction,
(c) To coordinate with bilateral and multi-lateral aid agencies,
(d) To coordinate with UN Agencies, International, National and State-level NGOs,
(e) To promote disaster preparedness at all levels in the State, and
(f) To network with similar and relevant organizations for disaster management.
